The authors examined the college-ready graduate rates of two groups of students in the state of Texas for the 2006-2007 and 2007-2008 school years: students classified as Limited English Proficient and students receiving special education services. Data from a state-mandated exit test administered to 11th graders revealed disturbingly low percentages of both groups of students who were college-ready in reading and math. Statistically significant differences were present in these subject areas among these groups of students. Implications for educational leaders are discussed.

Community colleges in the 21st century fill a variety of important educational roles. Because of their geographic accessibility, open-door admission policies, and affordable tuition, community colleges also attract a diverse group of students. Researchers who have conducted retention studies on students of color have indicated that it is not only the educational institution’s responsibility to ensure success, but also the responsibilities of others (e.g., students, family, school administrators, faculty members, and staff) to ensure student success. Lack of education among students of color will continue to create inequality within the workforce in the United States. Thus, included in this review of the literature are discussions of the impact minority growth will have in the United States, the implications of growth on society, the impact of growth on student retention, Black students, Hispanic students, and the factors affecting student retention. A discussion of several studies on the need to improve minority retention is also included.

The purpose of this study was to examine and compare the perceptions of undergraduate and graduate students of a selected state university in Texas attending the Multi Institutional Teaching Center (MITC)/The University Center (TUC) or the main campus regarding the effectiveness of student services. As universities face limited resources and fierce competition, administrators are forced to respond to the changing environment by expanding their campus borders. As they expand, these institutions of higher education are expected to sustain their effectiveness in providing student services to survive the threats. This reality made this study significant and timely. The study examined five research questions which compared the perceptions of students attending the MITC/TUC to the perceptions of students on the main campus. The student services under study were admissions, advising, financial aid, and registration. The methodology, findings, and implications of this study can help to increase the knowledge of campus administrators and can assist them in making data-driven decisions where institutions of higher education look to expand their borders beyond their campuses.
