POSITION DESCRIPTION

COUNTRY DIRECTOR - HANOI

The Vietnam Education Foundation (VEF) was established by the President of the United States in December 2000 as an independent U.S. government agency. VEF’s overall purpose is to promote closer relations between the U.S. and Vietnam by establishing opportunities for Vietnamese nationals to pursue graduate and post-graduate studies in science and technology in the U.S., and for American citizens to teach in the same fields of studies in Vietnam.

COUNTRY DIRECTOR

The Country Director reports directly to the Executive Director of VEF, is responsible for the overall programmatic and strategic management of VEF’s Hanoi field office, and, more specifically:

  • Manages personnel and financial matters, overseeing the staff in Vietnam and related program budgets;
  • Develops plans and initiatives for outreach and public awareness in order for VEF programs to succeed and in order to appeal to a large, diverse group of candidates;
  • Oversees the delivery of information on U.S. educational opportunities to students and professionals in Vietnam, which fall under VEF’s program objectives;
  • Liaises with appropriate government officials, agencies, universities, NGOs, the local media, and corporations to garner and maintain support for VEF;
  • Oversees VEF’s in-country programs and their related activities, including, but not limited to, the Fellowship and Visiting Scholar Programs, Seminars and Projects, and other VEF special activities and educational initiatives;
  • Ensures quality and timeliness in all activities, written documents, and materials, reflecting the high standards of VEF;
  • Demonstrates a positive, supportive, and professional attitude;
  • Performs other duties as assigned; and
  • Works closely with the U.S. staff to accomplish the tasks above.

KNOWLEDGE AND QUALIFICATIONS REQUIRED FOR THE POSITION

  • Vietnamese national, fluent in English and Vietnamese.
  • Graduate-level degree from an English-speaking institution in education, public or business administration, international relations, science (natural or physical), technology or engineering, or a related field.
  • Experience in the management, growth, and/or development of educational programs.
  • Experience working in Vietnam, including a familiarity with Vietnamese academic and governmental entities.
  • Knowledge of the U.S. educational system, structure, and culture, and their associated international student initiatives and programs.
  • Strong analytical and information-gathering skills.
  • Excellent organizational and presentational skills.
  • Ability to communicate well, to express ideas clearly and persuasively, both orally and in writing.
  • Ability to represent successfully the goals and mission of VEF.
  • Proven project management abilities and proficient computer skills in MS Office and Internet research.
  • Ability and availability to travel in-country and internationally as required by VEF.
