institutions that offer preparatory programs for school principals and school district superintendents. Representatives from each organization have been meeting on a monthly basis as the Higher
Education
Evaluation Committee (HEEC) since July 2005 to collaborate to gather and analyze data used to evaluate and improve preparatory programs. The HEEC’s goal is to positively impact student performance in K-12 schools through the inspiration and development of highly effective school and district leaders. In January 2006, data were collected from each institution to document program delivery, admission standards, full-time and adjunct faculty demographics, and internship requirements. These data were aggregated, and in the context of current research in the field, data were used to inform dialogue regarding recommendations presented to the State Board of
Education
for program improvement. This paper presents the initial results of this effort, in addition to a description of other statewide initiatives by the Missouri Professors of
Educational
Administration (MPEA) to improve preparatory programs for
educational
leaders.

conducted at a university in North Carolina. The purpose was to determine graduates’ perceptions of the impact of the degree attainment on their professional career. Results will also assist with efforts for improving the quality of the program of study. Data analyzed included professional accomplishments, scholarly activities,
leadership
activities that contribute to the
education
profession and society. Findings indicated that follow up and information provided by graduates of a program provided a unique source of data that can describe the significance and effectiveness of the program to students and to professional communities. Approximately 80% of graduates indicated that the dissertation process was the most effective aspect of their program of study. Additionally, all graduates reported that the degree program resulted in increased income and job promotions. Only 16% of graduates indicated participation in scholarly work.

Today, it may well be more appropriately stated, “As public

goes so goes the United States.” Fundamental to success in public
education
within the United States at present as well as in the future is likely to be quality
educational
leadership
.
Educational
leaders are responsible for shaping the future of this nation from an academic perspective (Sergiovanni, 2006) as well as from a cultural perspective (Cunningham & Cordeiro, 2006). To provide a pool of this
leadership
talent for America’s public school districts rests to a great extent with doctoral programs in
educational
leadership
that potentially perform a gatekeeping function. In fulfilling this gatekeeping function, doctoral programs in
educational
leadership
must attract and graduate the most able candidates if the nation is to retain
leadership
status in the world economy. Success rates in the past for these goals have been at best mediocre relative to most standards of comparison. According to some authorities, 50% or less of those admitted to a doctoral program in
educational
leadership
will ever graduate (e.g., Dorm & Papalewis, 1997). Improvements in these base rates are likely to come about only through systematic research and then through the application of this research in the actual setting. That is, data are needed that inform both attraction of and selection among potential candidates for a doctoral program in
educational
leadership
. To provide information bearing on the attraction and on the selection of doctoral students is the focus of this chapter.

In this online set of simulations are three case studies of typical administrative problems that school leaders and teachers might encounter. The topics for the three cases involve the following: a) a student’s walkman-type radio is stolen from him on a school bus; b) some teachers complain to the principal about another teacher who is consistently late in picking up her students; c) one special education student and one regular student in an inclusive classroom get into a fight with a variety of different versions of the fight presented--each of which leads to different problem solving opportunities. In addition, there is a manual that suggests ways in which professors and students may use the simulations, and the manual also provides an overview of decision making theory for students to review.

This chapter focuses on the unique challenges of performance assessment in the field of

. In Teacher Preparation programs, authentic assessment is challenging but doable. If you want to know if someone can teach, you should not ask them to write an essay about what lesson they would create given a set of materials and learning objectives. You should actually give them the materials, have them teach, and assess that performance. In
Educational
Leadership
, true performance assessment is much more challenging. If we want to know if someone can lead, it is difficult to find a situation where she/he can lead and then have trained assessors evaluate her/his performance in that situation. And what products could be captured from that performance? This chapter addresses these challenges by outlining four interconnected phases for developing a performance assessment, involving twelve steps: Design (prioritizing the skill domain, choosing an assessment activity, choosing a product from that activity, brainstorming the characteristics of a good product, formulating those characteristics into a rubric, and setting benchmarks for the rubric), evaluation (piloting the assessment, and applying the rubric to a small number of students), implementation (training assessors, and applying the rubric to all students), and program development (evaluating the results, and returning to step #1). A specific example of these steps is provided, and the role of performance assessment in reconsidering the domain of knowledge/skills/dispositions for
