The purpose of this study was to examine the effectiveness of an Illinois metropolitan program that prepares teachers for administrative and supervisory positions in schools by analyzing, over a 10-year period, its employment outcomes. Overall, from 1995 to 2005, 503 students graduated from the program, 451 of whom with Illinois principal certificates. By Fiscal Year 2007, 168 of the certified candidates had held administrative positions in public schools in Illinois; 38 had served as principals. This rate falls short of the Illinois State Board of Education’s (ISBE) 2.0 ratio of new certificates issued to new positions filled upon which educator supply and demand projections are made each year. It was recommended that the program continue strengthening practical experiences for its candidates, and expand networking relationships, not just within the city’s public school system, but also with suburban school districts. Candidates will then have exposure to more prospective employers. Because of the competitive nature of the administrative sector, it was also recommended that the program work with the schools to develop mechanisms for valorizing and utilizing the leadership skills and technical competencies of the ever-increasing numbers of teachers with administrative certificates, but employed in non-administrative positions.

The primary objective of this project was to provide a more detailed description along with “real time” information to the community of educational administration preparation programs in the State of New Jersey as to what are considered to be the critical elements, skills and competencies current Chief School Administrators (CSA) in the state deem important when evaluating school building leaders. Additionally, the secondary objective was to determine the operational effectiveness of the ISLLC standards as they are understood and applied by New Jersey school superintendents. Using a quantitative survey design, the results of this descriptive study, based on a limited sample of suburban Chief School Administrators, suggest that, in general, suburban CSAs believe that student and staff safety, child advocacy, strategic planning, ethical behavior, collaboration, trust building, nurturing learning and instruction, sustaining high expectations, maintaining and sustaining family relationships and understanding the legal aspects of decision making are essential elements to be considered when developing summative evaluations for their district’s principals.

This might include Advisory Councils that include public school administrators, involving districts in the selection of mentors for fieldwork experiences, or other such efforts. The authors’ university has also included public school administrators in another, unique, way. After replacing the traditional, program-ending comprehensive exam with an oral portfolio defense, public school administrators were invited to participate on the defense panel. A focus group of administrators who participated as panel members was facilitated to determine their opinions on a number of questions related to program quality, the defense format itself, and the overall quality of candidates. The focus group provided meaningful information resulting in recommendations for making the program and the oral defense process even stronger.

Victoria in Australia is one of the schools systems which encouraged schools to develop more open school cultures supported by school committees, clubs and councils with community representatives since 1958. In the early 1970s, school administration was decentralized into several regions by posting bureaucrats with delegated authority to the newly created regions. In 1976, mandatory, corporate governing body-type school councils were established based on the Education (School Councils) Act of 1975. In 1980, resulting from a prolonged industrial dispute; an employee of a school was debarred from being elected as the council president of the same school, vesting the day-to-day administration in the hands of the school principal in the capacity of CEO of the school. In 1984, the authority and responsibility of councils were further strengthened based on the Education (School Councils) Amendment Act of 1983. In 1993, the Schools of the Future (SOF) reforms with negotiated charters between schools and communities were introduced. In 1999, a UNESCO, publication claimed that the Victorian SBM enhanced by SOF represented one of the most comprehensive strategies at school decentralization for higher student performance attempted anywhere in the world. In 2003, Victorian Government Blue-Print further strengthened school based governance (SBG). In 2004, Victorian schools system claimed that it is a world leader in SBG and in 2006, with the enactment of the Education and Training Reforms Act, SBG was further consolidated. In 2007, on a fact finding visit by a team of OECD experts confirmed the claims made in 1999 and 2004. (250 words) This publication aligns with the Interstate School Leaders Licensure Consortium (ISSLC) Standard 3: "An education leader promotes the success of every student by ensuring management of the organization, operation, and resources for a safe, efficient, and effective learning environment."
