When will educational critics, school administrators, and writers, including this one, stop telling the same story about the requisite skills and dispositions required to prepare exemplary school leaders? These skills and dispositions developed by the American Association of School Administrators (AASA) in 1983 have changed very little in the 2003 Standards for Advanced Programs in Educational Leadership by the National Council for the Accreditation of Colleges of Education (NCATE) or the standards by Interstate School Leaders Licensure Consortium (ISLLC). Numerous descriptive research studies and observations of best practices of successful school leaders leave little doubt skills and dispositions must be included in leadership preparation and professional development. These basic skills for both building level and system administrators include visionary leadership, policy, law and governance, communication and community relations, organizational management and finance, curriculum design, instructional management and accountability, personnel management and assessment. The unsolved mysteries however, are to what extent do university professors stress the skills and dispositions and do the standards actually shape top school executives who can lead schools to exemplary status? This chapter will make a wide sweep of leadership research, exploring some of the mysteries and attempting to define the term “leadership.” affirm the difficulties in linking leadership preparation in universities and executive development programs in preparing individuals to become successful leaders, examine what seems to be missing in leadership research, who is in charge when leaders back down and how do leaders keep the organization on the proper edge for productivity when faced with inevitable political tensions between members of the community, school board and school administrators?

This study asks, what knowledge matters most to on-the job school administrators? This article is a report of an investigation into what practicing leaders in Florida believe they must know and be capable of in order to effectively perform their role. The focus is relevant to the preparation of principals and to best practices that can advance the profession of educational administration. Reflecting an unusual approach to empirical study, this study initiates conversation about establishing a knowledge base for principals and professors by exploring leadership as actually practiced in schools and by turning to novice administrators for feedback. For the purposes of this research, new administrator/leader was defined as assistant principals and principals who have been working in their school-based positions for up to 2 years.

The present author has argued consistently (Bush, 1986; Bush, 1995; Bush, 1999; Bush, 2003) that educational management has to be centrally concerned with the purpose or aims of education. These purposes or goals provide the crucial sense of direction to underpin the management of educational institutions. Unless this link between purpose and management is clear and close, there is a danger of “managerialism . . . a stress on procedures at the expense of educational purpose and values” (Bush, 1999, p. 240). “Management possesses no super-ordinate goals or values of its own. The pursuit of efficiency may be the mission statement of management – but this is efficiency in the achievement of objectives which others define” (Newman & Clarke, 1994, p. 29).

Leadership is both objective and subjective. Some of our critics have suggested that we overemphasize the objective aspect of leadership: facts, data, and test scores. Others state we spend too much time addressing leadership at the expense of the actual management of schools. At the same time leadership is subjective, in that it involves the feelings, beliefs, and values of others. I might suggest that management as we define it, is closer to the objective side of leadership – and leadership as we define it, is closely aligned with the subjective side. In many respects, I have wondered if we have not caused confusion and misunderstanding in our profession by insisting on a difference between management and leadership. This dichotomy may have not served us well. The eight nationally recognized authors represented in Educational Administration: The Roles of Leadership and Management clearly address both sides of this dichotomy – and do so in meaningful and understandable ways. And they present meaningful dialogue on the important aspect of management. Yes, the pendulum seems to swing back and forth, as lead author Dembowski states. But all eight authors make this point: Leadership and management are both important functions, but they have different purposes and they seek to obtain different outcomes. This is truly a great addition to the knowledge base in educational administration. I am hopeful that you will enjoy the book, and find it useful in your classes. Theodore Creighton - Virginia Tech

Becoming a college professor brings both the feeling of self-accomplishment and discernment regarding this prestigious achievement. Most doctoral candidates are practitioners in the field of public education and will hopefully transition from a principalship to the office of a college professor. While this journey is filled with personal attainment, some of the doctoral graduates experience a variety of struggles along the way to their positions in higher education. This study examined this journey for some of those who have made the move. The questions posed to the participants centered on the benefits, disadvantages, and suggestions on ways to assist fellow completers who have decided to take a position in higher education. Four primary struggles were identified as a result of the study: (1) struggle with the role, (2) struggle with self, (3) cultural struggle, and (4) future struggles. Through a narrative approach, the participants addressed their feelings regarding the move to a professorship, struggles they faced along the way and the impact the professional change had on their lives.
